This isn't tampering. First it isn't anything because the guy is not employed by the Browns. You cannot restrict what a coach can do because of the rumor of a new job.
More importantly, tampering is when you contact a player, directly or indirectly to inform him of your interest in him as a player, which is not allowed, because it interferes with his teams right to negotiate with him unfettered.
The league believes, correct so, that when you have a player under contract, other teams may not communicate with him (directly or indirectly) so that it affects your exclusive right to negotiate.
People downplaying the Revis tampering do not understand that the purpose of the rule is to prevent exactly what happened, allowing the player to know what options are available with other teams than the one that has exclusive rights. If the Patriots have to pay $50,000 more or $10,000,000 more, even if they retain him because the Jets owner essentially made an offer through a press conference, that is EXACTLY the consequence the rule is there to prevent.
Hiring a QB coach who works with college QBs and waiting until after he has worked with them is not a violation of anything.
