We wouldn't want to use a roster spot for Hoyer if we don't have to. This way Edelman can be active as the #2 QB and Hoyer would be brought in if Brady were injured taking Edelman out of the game as well as Brady.
There's an interesting issue there:
At the moment he's a WR. I don't know what the rules are concerning "redesignating" players.
Has Edelman even practiced at QB? Does he go to QB meetings?
If not, he's not the guy to take a couple snaps while Brady is checked out on the sidelines.
If it saves a roster spot every week, Edelman can be trained to perform this limited function.
If Edelman is on the 45 man day roster he doesn't have to be the emergency QB and it's better off if he's not. The emergency QB can only come in in the 4th quarter and ONLY to play QB, no other position. ( no wildcat)If he comes in before the 4th quarter, the 1st and 2nd QB are done for the day.

The NFL doesn't care if you have Defensive Lineman playing #2 QB for a team - that's their perogative.
Actually, the way I understand it, the rule specifically says "two quarterbacks," which, I believe, means that in order to utilize the rule, they would have to have two players classified as quarterbacks on the 45 man roster. [Roster positions are not entirely arbitrary labels: after all, they are used to determine franchise salaries and Pro Bowl categories.]

If a team wants to go into the game with a DL as their #2 QB they don't care.
