[Before 1999] Balls were microwaved, soaked in different liquids, placed in saunas -- anything to soften the seams and give the footballs a bigger sweet spot.
[From 1999 to 2005] the NFL decided to have a set of balls marked with a "K" to be opened by officials just prior to kickoff to be used in the kicking game. And visiting offenses [quarterbacks] were forced to use balls supplied by the home team, usually right out of the box with no preparation.
Dolphins kicker Olindo Mare said quarterbacks were immediately impacted by the change.
"I remember when they put new quarterback balls in and everybody was dropping them and they were slipping everywhere," Mare said.

Tom Brady contacted all the quarterbacks after winning a 3rd Super Bowl. The competition committee agreed to allow visiting teams (such as the Colts a week ago) to bring their own footballs, and prepare them ahead of time, starting 2006, with no objections during the vote.
Once again, Tom Brady won 3 Super Bowls with random footballs for half of every season as visiting team. Soon after, he contacted Manning and they contacted other quarterbacks about allowing them to prepare and bring their own balls. And the competition committee agreed to the change in 2006 without any objections, to make it easier for the other teams to win.
And this is why the Colts team was able to bring their own footballs on Sunday. They should have to explain how they brought footballs into Gillette that defy the force of nature and loss of air pressure in cold water outside. Manning helped fight for this rule change for the Colts, so he also agrees the preparation matters and the Colts must still be applying a process with Luck like every single team.
