Practice Squad Players

Are practice squad players added to the rosters at the beginning of free agency? I don't think that they get to be free agents.

They're free agents, as free as the wind blows.

In fact, they're still free agents during the season, except for their slight salary. Any team can sign any practice squad player off any practice squad without any compensation.

Which is why I'm amazed that the rest of the NFL even allows the Pats to have a practice squad.
