Can someone explain that jumping on the pile flag? I just replayed it a few times and the flag was thrown before the whistle. So why can't the defender jump in while the play is live?

Hard to believe the bucs have an L against this bears team but having 11 penalties for over 100 yards can hurt you. They look like pretenders.
