I'm reading arguments that Manning using HGH to heal isn't really cheating and it's not like he took steroids.

HGH is illegal and by using it you're getting an illegal advantage over players who heal using legal medicine. Therefore, yes it's cheating. Seems pretty cut and dried to me.

BTW it's illegal for assisting in conception for Mrs Manning which is the claimed reason.

Rodney Harrison used it to help himself recover from injury, admitted it and was punished for it. It's inconceivable (no pun) that Manning did not use it to help him fully recover from his risky neck surgery...and then have record setting seasons, before falling off the cliff again.
