Makes sense to get rid of it. It's not a "satisfying" strategy, just feels weird to see it in practice. I think the simplest way to fix it is give the other team a choice, not only to accept or decline the penalty as usual, but also do you want the clock to stop or keep running. If need be, add a time constraint (only give them this choice in the last half of the 2nd or 4th quarter, etc). That way you don't have to guess whether the clock running/stopping would benefit the team committing the penalty or not, you let the opposing coach decide.

I did not really have a problem with it. Cannot be used in final 2 minutes of first half or last 5 minutes of game as clock automatically stops on a penalty anyways. Allowing teams the option to stop the clock in the 4th quarter if they want is probably enough to deal with it.

This was the the effective way to get the rule changed. BB could have talked until he was blue in the face and it wouldn't have made 10% of the impact of actually using this in a game - even in a game where it was totally irrelevant.

I think the smart thing would have been to keep it to himself and/or save it for a time when you could use it to your tactical advantage in a more meaningful situation.

Instead he taught the rest of the league about the loophole in a meaningless moment of a blowout so it could be used against him later in a key moment of a playoff game.

He was trying to take a 5 yard penalty for a better punting position. The other coach declined the penalty, so Bill had the ST commit another penalty to get those extra 5 yards again.

The clock kept running to which Bill in the post game press conference even said it was a weird loophole that would probably get corrected in the next season.
