Hey, don't be too harsh. PIs and holding calls are how the refs rig the games for the gamblers. Give them some slack; they are just trying to protect their families....

The refs don't have to do that anymore. The owners can do it through their gambling sites.

Make it like the CFL. Coaches can challenge for either offensive or defensive PI on a play However you only get one challenge unless your challenge is successful, then you get to retain it and can challenge again. If you lose the challenge, then you have no more.

Got persistent offenders? do what soccer does yellow card/red card them. Second penalty, you're out for the game. Get chucked three games? suspended for another...
