The Falcons were called for delay of game with 3 seconds left in the quarter. The clock then restarted and the 3rd Q ended and they punted to begin Q4. Isn't this wrong? It
mattered not as it turned out, but would be crucial if direction was important or and the end of game: successive 5 yd penalties to buy 35 seconds each.

The clock was restarted because the ball was not dead on the previous play. After a penalty the clock returns to its initial status. So if the previous play was an incompletion the clock would have stopped.

You can only get one delay of game penalty. The second one, I believe, would be called unsportsmanlike conduct. And the clock would be stopped. So you can only run the clock once on a delay of game.

It was the correct call.
