Could the Pats get in trouble, IE:Brady's injury/absence ?

So, Belichick said today that Brady wasn't at practice for "personal reasons", but it's been reported, even by Brady's agent, that he cut himself with scissors. Could our Pats get in trouble for not having him on the injury list ? Or am I missing something here, do you not have to provide an injury list during preseason games ?

Not trying to cause an uproar over something that may be a minor thing, just was thinking about how this works.
 
Should be will they get in trouble not could they. Anything is possible in the NFL. Sam Bradford could get suspended 3 games and the Miami Heat could lose two draft picks for this crime and it would be upheld.
 
As Belichick said on the radio today: 1st injury list isn't due for another couple weeks.

(And as far as Brady is concerned, no injury list will involve him until October at the earliest)
