I also propose they change the order in the off-season so the draft comes before free agency. This allows you to know what you got or missed from the draft before free agency opens allowing you to build around it or to fill in what you missed.

Doesn't the union even mostly dictate rookie compensation?

It's just a schedule of events. Did the union have any say when they moved it back a week for a few years? Would they not fight moving the deadline back 2 weeks?
