Yes it's an overpay but all the free agents signed so far are overpays ...
Howard got an overpay in Atlanta and Evans was a huge overpay for a 2nd line player.
Atlants should have signed Horford first then went after Howard ... I think it pissed Al off a bit.
They were trying to trade Milsap to save cap space now he must be saying WTF this team.
