NFL Changing the Roster Cut Down Date

Didn't spot this the other day, but there's a change ahead for this season:

 
I still don't understand why they don't add 3 more players to the rosters by designating "3 special teams only" players. The LS, K & P, who can only play on special teams or the team loses a roster spot, which will never happen. That will solve a lot of PS to active roster movements. And the cost for those extra 3 spots would be miniscule.

Too expensive. Most NFL owners eat at local soup kitchens as it is. No way they could afford 3 more special teams players, that would cost them like a million bucks.
 
Wonder why they’re pushing it up 2 days. To give the teams playing opening day more days to practice with their new roster?
Games start on Wednesday this year rather than Thursday

With the extra game they now play and the possibility of a 18th, seems to me you'd be helping the NFL better cultivate and train quality depth by expanding the rosters or changing PS rules like you suggest
