Why not have the even more athletic Lomu do that instead, if he's not starting?

And if we're still using OLmen in that role, then why were Gilliam & Hill signed here in the first place?
Answers to your first question:
Lomu is smaller.
Lomu never played basketball.
It’s not clear Lomu is really “even more athletic”.

Answer to your second question:
So all three could be on the field together.
They complement each other, playing different positions, not compete with each other for the same position.

As for part 2, I would say that they have different functions. An extra o-lineman is typically in a goal line/ short yardage set. You are overloading that side with size.

The fullback is an I set. He is used to hammer up the middle and take on an inside backer or a safety with a free run. You are definitely tipping run, but you could go play action here. Plus, if Josh likes the matchup, he will sometimes split out the FB wide or in the slot.

Hill is a second TE who they hope can do a little in the passing game and can give better chip help against quality pass rushers (you can put the TE in motion and send him to either side) then Henry. With 2 TE’s in tight, you can still go empty and have some pass protection in a 3WR set, or go single back and 2wr.
