Or ... playing well enough to not be cut, but not well enough to make the roster. I sort of get the sense that's what happened here.

Wanted to stash him as ST depth and insurance at DB in case of injury, but couldn't justify cutting others before him.

Seems to me he wasn't going to make our roster and he must have been injured enough to not be cut.

I didn't think he was going to make the team right before he was placed on IR, but that doesn't mean the CB depth won't deplete over the course of the season. He might be worth a spot on the 53 if/when half the current CB depth chart is on IR.

Nah, he was released with an injury settlement. Depending on the length of the settlement he can sign anywhere after that.

This way he can come back in 6 weeks if necessary, and they dont have to make a tough cut. He was always emergency depth, and I thought half-decent anyway.
