Should K'neal Harry transition to TE?

What to do with the bust that is K'neal Harry? He has the size for TE. He seems to do a decent job blocking. Is that a solution? Certainly, he shouldn't be taking away snaps at WR from others.

It doesn’t matter what you call him. He’s a WR until the defense starts putting a safety or linebacker on him, and that’s not happening anytime soon.

No... I never got that argument. Maybe explain it to me? Personally I think the guy just sucks. I think even his blocking skills are overrated. It's okay. Not worth sucking at literally everything else.
