I don’t think it does because there are requirements and he hasn’t been charged with anything.
That’s why they have the exempt list where basically goodell can banish you if he doesn’t like your haircut.

She sued him in the Pennsylvania courts for her painting and for the $700 he owed her from the auction. SI found the court case through reporting and they contacted her. She had no intention of publicizing any of this until then.
