... are the Patriots. In the four-year period since the implementation of the 2011 CBA only two teams have spent less cash than the Patriots (the Panthers and Raiders). In those four years the Patriots have gone 12-4 each year, gone to the AFCCG every time and won one Super Bowl.

My mistake, the chart is 2013-16, so the Raiders still have a couple weeks time to get above the line.
