Who is the General Manager of the Patriots?

There is no official title of General Manager in the New England organization. Who is the best approximation? Bill Belichick or Scott Pioli? Jonathan Kraft? Someone else?

I think it is Belichick as well. There is a confused gentleman on Wikipedia named Pats1 who thinks it is Scott Pioli. I won the edit war, but I just wanted to poll the experts to make sure he was wrong.
