Completely agree. Matt Chatham thinks so too. If the NFL really wanted the game called correctly/evenly, then virtually everything should be able to be challenged.
 
I think it you should be able to challenge it but it can't be on every single penalty. Sometimes you need to just shrug and say "sometimes you get the breaks and sometimes you don't".

I would endorse challenging a called penalty (should not be able to challenge uncalled ones) if it was on a play in which a TD or turnover takes place or it happened in the endzone (IE a PI that puts you at the one). Everything else be just too much. These refs try their best and make judgment calls.

If you want you could call a penalty every play so we all need to just let some calls slide. It tends to even out in the end over a course of a season anyway.

I believe the intent would be to have the same replay rules apply to penalties.......overall, each team would have 2 or 3 replay requests per game just like they do now. up to the coaches to manage them so they are in position to get an important play correct

To me that seems reasonable and fair for both teams.
