It's my understanding that you can't even sign him in exchange for a first and a third. I believe the Raiders placed an exclusive franchise tag on him. So no one can sign him but them. That's my understanding, but please someone correct me if I'm wrong.
I may be wrong as well, but here's how I understand it:
When you place the normal franchise tag on a player, you get the right of first refusal + compensation if you decide not to match. [If you place the transition tag, you pay less cash, but get no compensation.]
If you place the exclusive tag, no one can force you to match an offer, but that doesn't mean you can't trade the player--though I don't know what effect that would have on the salary cap. (Paging Miguel. . . . )
