Not sure that one follows the other. It could just as easily mean that they didn't want to assume his Pittsburgh contract and hoped to sign him once he cleared waivers.
I assume no waiver claim because they would have had to honor the Steeler contract he signed. By not claiming him, they get to sign him to their (team friendly) terms.
Haha, love it. I've mentioned that I think Blount was overrated last year but I still think this is a great move. And a funny one.

How does it negate the CBA concerns? As that article makes clear, IR is available as a designation for players who are not currently available to play due to injury. Not for healthy players you just want to protect from the waiver wire.

The only problem with this idea is that it's not been thought out by you at all.
1) Pittsburgh didn't release Blount until Tuesday.
2) Blount had to clear waivers on Wednesday before he could be signed by someone.
3) Thursday was the earliest day that Blount could be signed by any team after he cleared waivers.
So, yes, it is outlandish.

Umm, the part that says players can go on IR if they are not able to play due to injury clearly says that you have to be injured and unable to play.Nothing in the CBA says a player has to be injured to be on IR. As long as the player is paid and the season is accrued that they are on IR.
