It looks like he was injured July 29 from a quick Google which means he got the injury during TC so no he can't be PUP'd.

I now, reluctantly, have put Stork on my 53 man roster.
 
He'll have to make the 53 and then be put on IR from there if necessary or he's subject to a waiver claim. Correct?
 
Observations from Patriots camp: Day 6 - espnBoston

From the notes in this column, Stork apparently participated in the first six practices prior to being injured, as noted above, on July 29.

Potential shift in center competition: This could turn out to be a crucial turning point in the team’s competition at center, as rookie Bryan Stork (fourth round, Florida State) walked off with a member of the athletic training staff midway through the practice after the team had been working on a run-game drill. Stork did not participate in the rest of practice, leaving the majority of reps to incumbent Ryan Wendell. His status now becomes an important storyline to monitor as it relates to one of the top competitions on the roster.​


No previous absences by Stork as of that date:

Who returned: Cornerback Daxton Swanson -- he had missed the last two practices due to the death of his father. Also, as previously noted, cornerback Alfonzo Dennard came off the PUP list and he did individual drills and mostly one-on-one work with coaches.

New absences: G Dan Connolly (unknown), TE Michael Hoomanawanui (walked off with trainers at end of Sunday’s practice).

Who else didn’t practice: Receiver Aaron Dobson (foot/PUP), special-teams captainMatthew Slater (unknown/PUP), linebacker Deontae Skinner (non-football-injury list offensive tackle Chris Martin (non-football-injury list), defensive lineman Dominique Easley(non-football-injury list), receiver Jeremy Gallon (unknown/PUP), defensive back Jemea Thomas (unknown, only practiced Day 1), Connolly, Hoomanawanui.

Notable injuries/health-related incidents: Stork, who left midway through the practice.​

They do have to wait until the final day of cutdowns on 8-30 to move him to IR without subjecting him to waivers.

In instances like CAR who attempted to cut the RB that we picked up (Gaffney), it was because they wanted to free up another spot on their current 90 man training camp roster. They could have waited until Aug.30th just the same, then moved Gaffney onto IR.
 
If he looks like he can recover in time, and do something useful in the line up, then it's possible he could be placed on the IR-Return slot.

However, because each team only gets one of those, it's important to use it wisely and so maybe, maybe not for Stork.

My personally thinking is that, unless he heals up quick and comes out playing like his hair's on fire, he's gonna be IR'd for the season. That's not always a bad thing for a rookie, as he can fully heal up and learn not just the playbook, but the ins and outs of the team as well.
