Incarcerated Bob can say whatever the hell he wants, but since Wallace reportedly wants 15 million a year, I can guarantee you that the NE Patriots are laughing as they hang up the phone.

They don't need to sign him. They just needed to make him the offer, which they did, and account for that offer as part of their cap total this year.
If another team signs him then Pitt. will get their 1st round pick. (and get back $2.7 mill in cap space for this year).

By all accounts, Wallace will not be playing for the Steelers in 2013, when he will be a URFA and wanting this supposed extreme pact. At that point in time, Pittsburgh will not be looking at getting anything back except the usual comp pick, which will probably be about a 4th rounder or so.
The situation for Pittsburgh now becomes the difference between a 1st round pick and nothing but a low round comp pick, for Mike Wallace's 2012 season. That's why I suggested that it may actually work out better for them if someone makes him an offer that they don't want to match.
