From what I saw, the Texans believed that with an "inexperienced" QB in there, we would rely too much on the run game so they went with overpursing, e.g., getting people into the backfield as quick as possible. That is why I loved that fake handoff misdirection they ran only once. Texans bite on it so hard, Hoyer was able to jog for the first down.
Good, then it was not a Hoyer problem.
