I know usually it's not a good idea to strengthen divison rivals, but the Bills have a need, and they have a mid 1st rounder (#12) that could be very useful to the Patriots.
I don't believe that giving Samuel to the Bills will put them "over the top" although it probably makes life a bit harder for Tom Brady when playing against them in 2007. I'll leave how much more difficult it is to throw against Samuel vs Clements to the "debate team".
So I think the trade would be worth it. With pick #12 the Pats would be looking squarely at Leon Hall, Darrell Revis, or even perhaps Patrick Willis.
I don't believe the Pats will pay Samuel 8/80, so imo this might be the best move for them to make. Second opinions are welcome, so long as they agree with mine, jk .
