I've seen other guys fined for similar plays before. It's for throwing/driving the QB into the ground. It's out there to protect the QB because they're in a somewhat defenseless position. I don't particularly agree with it, but I also understand the reasoning behind it. If Woodley wasn't fined, then it would have been unfair to the other players who have been fined for the same thing.

IMO Campbell got off lightly, you see QB's take some massive hits. All JC got was get dragged to the ground. Pathetic he was fined for doing his job.
