No, Mike Bell was an RFA by the Saints. The Eagles signed him to the offer sheet and the Saints did not match. There was no compensation because that was the level the Saints tendered him at.

The only team to make an offer sheet to another team's RFA was the Eagles with Mike Bell. The Eagles didn't match.
