I never quite understood why you'd charge in like that into the middle of the field on a return. If you try something on the sidelines you have a good chance that the ball might at least bounce out. In the middle it's a bit more complicated.
But that's not happening accidentally. They have been pounding Blount the entire time with a similar formation and because it was effective the Steelers started slowly to cheat on some of their duties and then got hit because of that.
