I am but the (possibly inaccurate) messenger here, but as I read Miguel's page. Please note, rounding could cause a discrepancy in any given year, but not much of one. Besides, it's the same methodology each year cited:

2006
Adjusted cap (estimate, rounding to nearest million): 100M
Amount taken up by top 10 (rounded to nearest hundred thou per player to keep my sanity): 44.5M (=44.5%)

2003
Adjusted cap (rounded to nearest million): $75M
Amount taken up by top 10 (same methodology as above): 31.2M
Percentage taken by top 10: (=42%)

Dinner time... but good question there. I think it points up the extent of the top-10ward drift (not as extreme as one might think.)
