I don't know whether it's a rule or not but the refs did screw it up remarkably after they had been warned to keep both teams under control.But it is in there an Porter was well beyond the bench area and refs who had no control should have flagged him for unsportsmanlike conduct. The refs screwed up in that situation.

I think this is the key issue. There has to be some commonsense judging of a person's intent. If a guy with no business being on the field comes onto the field to argue with the refs or mix it up with the opponents, then that should be 15 yards. If they are coming on the field in a sportsmanship manner, that's another situation.FWIW, they just said on Sportscenter that it is legal for Porter to be on the field during an injury time out, but the intent is to allow him to check on an injured player. They didn't make it clear on whether or not if he is on the field and saying anything to players on the other team is a penalty unless he steps over the line which is unclear if he did.

If refs and coaches really wanted to tighten the game up they could have stopped/flagged Shaziers CLASSLESS 15 minute celebration, while Bernard was down and being tended to. This is what really started all of the trouble.If you watch the video, one of the Bengals was pointing as if the penalty was on Pittsburgh for Porter coming on the field....
I am still trying to figure out how Shazier could hit Bernard with the crown of his helmut and it not be a penalty. Ask yourself this, " if a Patriot player did that, it wouldn't be a penalty, it would ALSO be how many games are you suspended???
