Palmer's doing just fine. The year after the injury, he threw for 4035 yards and 28 TDs with a 93.9 rating. Last year his rating was a respectable 86.7 with 4131 yards and 26 TDs (7 more INTs than the previous year, though).
I think his regression has less to do with his injury and more to do with the imploding atmosphere of the Bengals and the mismanagement by the coaching staff and front office. Also, Palmer had a lot of support from Rudi Johnson as a runner in his good years. Last year, Rudi averaged, what, 2.5 yards a carry?
Brady has a full year to recover. He'll be fine. Just enjoy this season for what it is, see if they can't pull out a miracle, and know that the best QB in the NFL will be back in less than 365 days.
Palmer hasn't been the same since, though. I'd rather see Brady take longer to recover and be near 100% than come back too fast and lose 20-30% the way Palmer seems to have done.
