They're trying to elongate the NFL clock so that there's interest in the sport year-round. Now that preseason and offseason workouts have been even more limited, it doesn't really impact the rookies' progress anyway.
They've pushed everything out. Free agency in 2009 began the last day in February. Now it's the middle of March. The draft is moved from the end of April to the beginning of May. It limits the amount of dead time and increases the amount of anticipation time - which keeps the NFL in the news, which is good for their marketing and ultimately increases their revenues.
But yes, it would be nice if the draft were in 2 weeks instead of a month.... and this is exactly how the NFL wants me to feel. Always keep 'em wanting more....
They pushed off the draft for the same reason they doing everything....TO MAKE MORE MONEY!!! More playoff teams, more games in London, longer wait for the draft so the league will be talked about more etc...
"all done in the interest of the fans"
EDIT: I agree, the wait is excruciating. And then Round 1 will finally roll around, I'll stay up until midnight only to see the Pats trade out of the pick to future years.

I think the benefit of the draft being moved to may is it will allow the front office to observe the veterans in minicamp before the draft. It will allow BB to have a clearer picture of what moves need to be made in the draft.
