Goodell practiced his speech via conference call with several football and media personnel over the phone this evening.

Summary:

1) Goodell moves the Jaguars game to London in week 3.
2) Patriots to lose picks every time the balls change pressure.
3) Colts vindicated.
3) He's not done yet, more punishments to come.

7:40pm: "First of all, I personally called the Jaguars on Friday with my condolences on the loss of their first round pick to injury. It's very telling they were more concerned about playing the Patriots in week 3.

7:40pm: "They told me they overheard a Florida Patriots fan formerly of Foxboro state they 'expect the footballs for both teams to be outside the range again, if it's getting hot out there.' "

7:42pm: "As you all know, the NFL takes verbal threats to the integrity of the game seriously.

7:42pm: "As a precaution, the Jaguars at Patriots game at 1:00pm is now to be played in London while we launch a new investigation immediately.

7:42pm: "Secondly, we will also measure Patriots footballs every quarter throughout every regular season game. The Patriots will be fined a 1st draft pick every time the pressure goes above or below the required range.

7:42pm: On the topic of the rule: "There's a reason this rule was created in 1941," Goodell explained, "even though the footballs are different now and quarterbacks have larger hands and varying grips, and modern NFL teams throw and catch their own footballs. It survived the huge growth in popularity and integrity of the game for the past 75 years. We will not change what worked for so long based on the scientific claims of a Patriots football coach."

7:43pm: On the topic of accuracy:

"That's not the point. Gauges that can determine if a 12.5 psi football is actually 12.5, and not 12.8 or 13 psi, cost $1,000 each and did not exist 75 years ago. As long as teams don't cheat, we don't have to write down or measure the footballs before or during the game."

7:45pm: "The referees and the Colts are the victims of the scandal, not Tom Brady," Goodell said to applause from somebody in the conference call. "Both parties signed notarized statements that Colts footballs and their opponents' have never dropped in air pressure under their roof."

7:46pm: "Finally, in regards to Belichick's statements in January foreshadowing changes in air pressure in NFL games, I have already reserved the first round pick of the Patriots, one for each game, for the next 16 years, as both a precaution and a warning. Thank you."
