There are many questions to be answered before free agency starts on March 5th

1) Is there a salary cap for 2010?

2) Who will we re-sign before free agency begins.

3) Who will we tag?

4) What levels will we tender the RFA's?
=============================

The answers to these questions will prepare us for March 5th when free agency Part I opens. We will then see who we sign between March 5th and the draft.
=============================
Then, and only then, will we have any idea of our draft needs.

Barring a miracle, (1) is no.
Barring a new contract, the answer to (3) is probably Vince Wilfork.
Barring new contracts, the answer for (4) is the highest-level for Mankins, and either a first-round tender or the highest tender for Gostkowski.

When do we know if there's a cap? March 5?

We certainly need to know before March 5th, the first day of free agency. My guess is that we know now.

But surely there is a specific date where the CBA has to be extended or we play 2010 uncapped? And it may well be the end of the NFL year?

The answer to #1 appears to be "no". I really think the players made a tremendously weak choice for representation of their union. I see a huge labor crisis looming because of it.
