Who did not practice at all in minicamp, as is therefore still eligible for the PUP list?

NFLE Injury/Exempt list:

RB Earl Charles
WR Zuriel Smith
CB Antwain Spann
S Raymond Ventrone

(QB Todd Mortensen and OT Nick Steitz have NFLE roster exemptions but were present for minicamp. OT Jeff Roehl also has the NFLE roster exemption. He was not at minicamp but is not on the NFLE injury list. WR Rich Musinski was placed on the NFLE Injury list and wasn't present on Day 1, but retuned for the afternoon practice on Day 2.)

Rest of team not present for all of minicamp:

WR Deion Branch
CB Randall Gay
OT Brandon Gorin
TE Daniel Graham
DE Jarvis Green
S Rodney Harrison
DB Artrell Hawkins
OT Nick Kaczur
C Dan Koppen
RB Patrick Pass

(CB Hank Poteat wasn't present on Day 1, but returned for Days 2 and 3. Michael McGrew wasn't present for the practice on Day 3.)

Rodney will be starting the first reg season game. He will win comeback player of the year, he will make the Pro Bowl,and he will lead our defense to it's 4th SB victory in SB XLI.

I don't think whether a player appeared in minicamp or not matters or in anyway is directly related to PUP. It basically has to do with practice at camp and whether they are given clearance to participate in training camp or not.
There are many as mentioned who may NOT be ready at the start of camp,
and may be PUPed if they are no ready through camp, but if a player somehow injures himself between the minicamp and traiing camp he's certainly eligible for PUP.
