For 2013-2017, the team have to have paid 89% of the cap to the players, otherwise they will need to make up the money to the players.
Obviously, there are many ways for teams to deal with this issue.
How are teams doing overall? How many millions have been unspent?
It seems that there will be three effects on the 2015 and 2016 free agency periods.
1) More cap money will be spent. (many teams leave a lot of cap money on the table),
2) the players may get more compensation (not as likely, since they get a percentage of revenue), and
3) there will be higher bonuses and less backloading of contracts.
It would seem that the patriots, and other teams that spend near their cap totals, will be at a disadvantage as other teams are forced to spend more money.
