How would Montana know? I thought that the rules changed in the late 90s to allow teams to use their own balls and before that the league controlled the balls. And Montana retired in 1994.
But he doesn't completely throw Brady under the bus. He thinks the PSI rule is stupid and QBs should be able to have the football at whatever pressure they want which means he probably doesn't think this is a big deal.
