Is Samuel's franchise cost affected by Clements signing?

Just saw blurbs on Clements $80m deal. I'm assuming this bumps up the average salary of top 5 CBs in the NFL, hence any amount to franchise a CB.

Question:
When you slap the tag, are you locking down the current cost of top 5 at that position, or does it shift and lock down at the start of the season or some other date?

if it is non exclusive it is last years #s exclusive is this years I believe but someone will correct me if im wrong

ne way asantes is last years and will not be affected

No, since Samuel's tag is the non-exclusive tag, his numbers are based on 2006 cap numbers, not the end-of-FA numbers as is the case with the exclusive tag.
 
No. That would only be true if he were an Exclusive Franchise player, which he isn't. The Exclusive Franchise players get their tender adjusted after the current year signing period. The only player to get the Exclusive Franchise tag is Dwight Freeney.

its goes by the top 5 salaries from LAST year. clements deal has no effect on the franchise number. probably makes the pats wish they signed him up before the clements deal tho

No, this year's "tags" were already announced.

But deals like what Clements got will push next year's tag higher. And, it the Pats use the tag on Samuel again next year he will get this year's tag X 1.20 reflecting a 20% increase for his Tag number next year.

A long term deal could lower his cap hit for this year a few million. He should be looking for @ $6 mil/year X 5 years.
 
It will affect Asante's contract because I am sure that Asante feels he's every bit as good as Clements.

While Clements contract is 8 years and $80 million with 22 million supposedly guaranteed, I am curious as to how the guaranteed money is going to be paid. Is it signing bonus? Or are the 1st 3 years guaranteed salary? Or a combination there of.
