Eli Manning for CJ?

My wife has Aaron Rodgers & Eli Manning but the rest of her team is pretty bad. Can she buy low on CJ?

Going to need more context good sir.
I'd assume Eli isn't enough for CJ simply because it's assumed CJ will pick it up eventually and there has to be better available QBs than Eli.
