He took a step and a half before falling but was hard to see if he had full control and I guess it's up to the ref to decide if that was enough to consider him regaining control, before falling.

If the ref didn't consider him completing a football move first, which is what they based this ons, then its certainly an incomplete catch. So the only argument is whether or not what he did before going into a fall was enough to be considered a football move. They say it wasn't enough and that is up for debate. But definitely was not 3 steps as some people were saying before he started falling. I counted about 1 and a half before he was throwing himself down Usually I see 2 steps needed.
