Interesting analysis.Don't hold your breath. At most it'll be similar to what SF got for tampering with Briggs (I think it was him at least).
So you think Goodell will say, "Well, one team did it and I punished them, now another team is doing the same thing, so I won't increase teh punishment, I'll make it less, or at most the same as the first offender."
I think Goodell, dumb as he is, will still understand that when you enforce a rule, and teams continue to ignore the rule, lessening the punishment for each subsequent offense (of at most, making it no larger punishment) will just encourage other teams to break the same rule.
