I'm guessing they are trying to get the players to realize the changes now, so that things will be cleaned up in a few weeks. That said, it'll likely take a few weeks into the reg season before things settle down and get back to "normal." Hopefully I am wrong and it doesn't take that long.

Don't know if this happens to anyone else but when I see players wearing certain numbers for the Patriots out there I always think of specific players. #21, for instance, brings Randall Gay to mind. #93, Seymour.
