Who determines whether is roof is opened or closed for a game? Unless rules dicate otherwise, I am fairly confident the roof will be open during the Super Bowl.

You have to think Na Polian is going to play games with the roof in Indy if the league allows him to do so. He will probably order closed when the Colts have the ball and open when the other team has the ball in bad weather games.
 
If there's any chance of inclement weather, the roof will be closed. Like SB38 at Reliant.
 
I read somewhere, I think on Indystar, that the roof will be closed for inclement weather, including temperature above 80 and below 50. Once closed, it can't be re-openned. And if the game starts with it open, only the zebras can make the decision to close it. I think the original decision to open or close must be made 3-5 hours before kickoff.
 
Some things to know about Phoenix. First, we almost never get any wind of note unless something is up weather wise -- either rain or dust storms.

So if you see the tops of palm trees moving, it means there's something coming.

Second, the roof at Glendale is much like the roof at the Cowboys Stadium -- when it retracts, it's more like a hole in the roof just above the field than an open air stadium. Don't forget that the stadium is designed so that they don't count on the roof opening to get the grass in the sunshine if they need it. The entire field is retractable -- that is, the field can actually roll out of the stadium onto a big grass lawn next to the open end.

It's Arizona. It will be still, dry, and 60 to 70 degrees. Roof open or closed will make no difference. If there is anything up to where weather could affect the game, it will be closed.
