I don't believe that Kight is eligible....
Section 4. Eligibility:
(a) The practice squad shall consist of the following players, provided that they have not served more
than two previous seasons on a Practice Squad: (i) players who do not have an Accrued Season of NFL
experience; and (ii) free agent players who were on the Active List for fewer than nine regular season games
during their only Accrued Season(s). An otherwise eligible player may be a practice squad player for a third
season only if the Club by which he is employed that season has at least 53 players on its Active/Inactive List
during the entire period of his employment.
(b) A player shall be deemed to have served on a Practice Squad in a season if he has passed the club’s
physical and been a member of the club’s Practice Squad for at least three regular season or postseason games
during his first two Practice Squad seasons, and for at least one regular season or postseason game during his
third Practice Squad season. (A bye week counts as a game provided that the player is not terminated until after
the regular season or postseason weekend in question.)
Accrued Seasons – An Accrued Season is a season during which a player has been on full pay status (Active, Inactive or Injured Reserve List) for six (6) or more regular season games. However, a player who is on the Exempt Commissioner Permission List, the Reserve Physically Unable to Perform/Non Football Injury List, or the Practice Squad for any of the six (6) qualifying games will not earn an Accrued Season regardless of his pay status.
Speaking of eligibility, I was curious as to what exactly the eligibility requirements were for PS players and found the following in Article 34 of the CBA;
And for those wondering what the hell an Acrued season is (like I was), here's the definition;
Which means Mills isn't eligible and neither is Kight (I think) as he was on the Pats PS last year and was on the Vikings PS in 2005. Anyway, please correct me if I'm wrong.
Personally, I think its wrong to punish a young player like that... He gets hurt and IRed and can't practice, yet he gets accrued time and won't be allowed to sit on a practice squad to make it up?
While I agree with you on this, and I am a huge fan of Mills, he did have 9 games in 2006 (before he went on IR and was inactive) to prove his mettle. Albeit he was fighting other injuries during part of this time. Anyway, here's hoping he catchs on with another team... in the NFC.
Mills went on IR at the very beginning of the year. Not sure where these 9 games come from.
2006 Season
2006 (0/0, 0/0): Listed as a day of game inactive for the first nine contests of the season before being placed on injured reserve on Nov. 14, 2006.
It sure does seem like Mills wouldn't be eligible, unless section (a) ii applies in that he wasn't ACTIVE for 9 games... We'll just have to wait and see.

You are out of date... last year a third allowed season on the practice squad was added, as long as the main roster is full (53). (Presumably that's to keep teams from saving money by taking the 53rd player on the roster and moving him to the practice squad).
So as soon as we fill out our 53 (and not until then) we could add Thomas, Childress, and presumably Kight. Mills wasn't active for 9 games last year so he should be good to go right now.
