Mexico and USA authorities won't allow criminals near them, and the fans that not feel safe can stay home. They need the money and publicity because the ratings are low and if you want to keep the best talent in the sport you need other markets to help pay the bill.
Mexico city has a lot of Patriots fans it would be a 50/50 Raiders and Pats fan showing and from those of you who have actually been there know damn well it is far from a "sewer". Rich in tradition, culture, and the people are very respectful. Cartels give Mexico a bad rap but that's only in the "pueblos" or small towns.

You can't just go there for the day! First off, they want them there all week for the publicity, secondly, none of the players would be able to finish the game, at that altitude, without first becoming semi-acclimated to it first.
