The article I read said he rented out a car for two weeks, and was returning it to the rental agency, with his 3 year old in the car, his friends driving behind him because they were picking him up, when police stopped him because the car had been reported stolen.
That is in a link within the OP's original link...
He "stole" the car but didn't really steal it, the bonehead forgot or didn't know when he was supposed to be returned to the company. They had to do what they normally do and report it stolen after a period of time and and the cops did what they had to do and arrested him because he was driving a car that was reported stolen.
It's a reflection of his criminal past- more of a reflection on his stupidity at times.
