A buddy of mine who is a die-hard Bills fan and I worked on penalty stats in the NFL over a 10 year period. What we found was pretty shocking. The team that had the fewest penalties called against them while also recieving the most 1st down by penalty was the NY Jets. Despite coaching changes. Player changes. And changes in pretty much every aspect of game planning, The Jets were the least penalized team in the NFL.
The team that comes from the largest TV market in the country is a team that the NFL wants to succeed.
