The PLAYERS had time to react, but the RAVENS clearly did not prepare them to ever face that situation. One of the greatest aspects of BB coaching is he has his players prepared for EVERY possible situation, no matter how bizarre or unlikely and he has the players with intelligence (and or experience) to notice it and remember what to do. If this happened against the Patriots, the players wouldn't have been so confused and if they were, they would have called a timeout. And of course if they got beaten bad on the plays, BB wouldn't have complained, he would have studied film, figured the best counter, and had his players ready for the next time they see something similar. THAT is the difference between BB and the REST of the league.
It's just sad that the competition committee is influenced by these other idiot coaches/owners. I've always thought that was a huge conflict of interest. The committee should be completely independent, with the committee members voted in by the owners, but completely unaffiliated to any organization. The owners should have ZERO influence on rule changes, only the ability to propose changes.
