I believe Goodall refuted that.
Yes, and Sarah Palin refudiated it, too.

To who? Our North Korean allies? :singing:
But yeah, back on-topic. There will probably be a rookie cap, but probably not in 2011. Nothing is definitive until the CBA is done, and no one knows when that'll be. But if it's not done quickly, it would be very tough to implement that rookie cap in 2011.
Why would it be tough? As of the day after the SB, the CBA is nonexistent other than for the purpose of the Draft. Implementing a rookie cap wouldn't be hard at all.. In fact, it would actually be easy since they have a clean slate to work with and it's just a matter of getting the CBA done and signed.
Oddly enough Db, the 2011 draft is covered by the expiring CBA, which I understand is the reason there is a 2011 draft and 2012 was up in the air. Good or Bad-all may just be correct in this instance. And if Sarah Palin is refudiating it too I'm just jiggy with it all (who could doubt the sources of our wild New York via New Hampshire rose? The thorny little leprechaun.).Goodell can "refute" it all he wants, the kids from this rookie class will be subject to the rules set up in the new CBA. The only way they don't have a rookie cap is if the league, stupidly, sets it up that the Rookie cap doesn't start until 2012 or if the league decides to proceed with the CBA based on the 2010 rules.
